The project. located in MIllfield, is partially funded by the Abandoned Mine Land Economic Revitalization (AMLER) Program and Bipartisan Infrastructure Law. The True Pigments Acid Mine Drainage Treatment and Pigment Production Facility will be located in an area once heavily mined for coal. Acidic runoff will be drained as it moves through the abandoned mine - before it hits nearby Sunday Creek. True Pigments will use the captured iron hydroxide to create pigment products. In 2022, Ohio Governor Mike DeWine was successful in advocating to Congress to free up more federal funding to be used for the long-term management and operation of the facility. “Ohio has a rich coal mining history, and while mining has been an integral part of Ohio’s past economic prosperity, the aftereffects of coal production still endure,” Governor DeWine said. “I am pleased that this funding was made available to help build this treatment system and make significant improvements to water quality in this area.” The site was developed with the help of $1 million from the AMLER program. Those funds assisted in preparing the 39acre site for the acid mine drainage and treatment facility. The project will improve water quality for a stretch of Sunday Creek. “For years, a group of dedicated people had a vision to turn this abandoned mine land into something new and helpful for the community,” ODNR Director Mary Mertz said. “We are proud to play a role in helping everyone realize that vision and making this community even stronger." The number of partners involved makes this abandoned mine land project unique for the ODNR Division of Mineral Resources Management. ODNR provided the funding, as well as coordinated project development, design, and construction oversight. Rural Action owns the treatment site property and will be responsible for evaluating the iron pigment market. Ohio University professors Dr. Guy Riefler and John Sabraw were essential in assessing the quality of the resulting paint by-product. The treatment facility has the potential to improve seven miles of Sunday Creek, which is severely impaired by the abandoned mine discharge. The impact of the acidic runoff is evident in the lack of high-quality ecology in the area.
