23 JUNE 2024 WorldWide Drilling Resource® In Memoriam Kevin Robert Morgan (1960~2024) We were saddened to hear of the loss of long-time Black Hills Chapter (BHC) of the International Society of Explosives Engineers member Kevin Robert Morgan, who passed away April 26, 2024, after a battle with brain cancer. He was a very well-known, well-liked member of the BHC who served on the Board of Directors for many years. He enjoyed helping with the Best in the West Drill and Blast Conference. Kevin was born in Rapid City, South Dakota, in 1960, and graduated from Stevens High School in 1978. He worked as a logger before becoming a driller and blaster for Summit Industries, Yenter Construction, and later Buckley Powder. He was a member of the Rocky Mountain Elk Foundation, the National Rifle Association, and numerous other organizations. As an avid outdoorsman, Kevin enjoyed hunting, fishing, hiking, and camping. On weekends, he could often be found playing a round of golf before tending his garden. With a gift of gab and a knack for storytelling, he never missed an opportunity to share his knowledge of family history, tracing his lineage back generations, and remembering names and dates most could not. Above all else, he was a loving father and proud Papa. Left to cherish his memory are his daughters Amie (Casey) and Katherine (Bill); grandchildren Gabriel, Grace, Liam, Corbin, and Bode; sister Sharon; brother Steve (Pat); and many nieces and nephews. The management and staff of WWDR extend their sympathies to Kevin’s family, friends, and former colleagues. Lest we forget . . . South Carolina Department is Restructuring Adapted from Information by South Carolina DHEC Under state law, the South Carolina Department of Health and Environmental Control (DHEC) is becoming two separate agencies on July 1, 2024. The two new agencies will be the South Carolina Department of Environmental Services (SCDES) and South Carolina Public Health (DPH). As part of this change: 8 DHEC’s current retail food program and milk and dairy lab will merge with the South Carolina Department of Agriculture. 8 The South Carolina Department of Natural Resource’s hydrology and aquatic nuisance species programs will become part of the newly created SCDES. 8 DHEC’s remaining public health and health care quality programs will transition to DPH and its environmental programs will transition to SCDES. 8 The DHEC Board will be abolished, and the new agencies will be part of the governor’s cabinet. The environmental roles and responsibilities of SCDES will continue as currently structured in Air Quality, Coastal Management, Land & Waste Management and Water, and Regional and Laboratory Services. Two new programs from the South Carolina Department of Natural Resources will be housed in Water. There will be no changes to the physical office locations by July 1, 2024. If moves occur later, SCDES and DPH will give advance notice. The public health and environmental laboratory will remain at its current location. Environmental permits DHEC issued before July 1, 2024, will continue to be valid after this date. SCDES will update permits and certifications at the time of renewal or modification. Any environmental permits or certifications issued July 1, 2024, or later will be issued from SCDES. ENV DPH SCDES
